Personally I used a cat woman fake leather suit and made sure it fit snug, and I used fabric paint for the scales and gold nail polish for the golden pin striping on her uniform. For the shoulders, try knee pads from a sports store and spray paint them. A good place to get her lenses are on foureyez, and for the makeup, a base cake makeup that activates with water works well ^_^
